Perencanaan karier dan pemimpin empati merupakan dua pilar strategis yang mendapat perhatian signifikan dalam bidang manajemen sumber daya manusia, khususnya dalam konteks peningkatan kinerja pegawai pada organisasi pemerintahan. Penelitian ini bertujuan untuk menyusun dan menawarkan tujuh hipotesis mengenai pengaruh langsung maupun tidak langsung perencanaan karier dan pemimpin empati terhadap kinerja pegawai, dengan pengembangan karier sebagai variabel mediasi, dalam kerangka perspektif manajemen strategik. Metode yang digunakan adalah studi literatur sistematis (Systematic Literature Review) dengan mengkaji kerangka teoritis dan temuan empiris dari berbagai penelitian yang dipublikasikan dalam lima tahun terakhir (2020–2025). Berdasarkan analisis kritis terhadap literatur, penelitian ini merumuskan lima hipotesis pengaruh langsung (H1–H5) dan dua hipotesis pengaruh tidak langsung (H6–H7) melalui peran mediasi pengembangan karier. Temuan konseptual menunjukkan bahwa perencanaan karier dan pemimpin empati tidak hanya berpengaruh langsung dalam meningkatkan kinerja pegawai, tetapi juga bekerja secara signifikan melalui pengembangan karier sebagai mekanisme mediasi. Tujuh hipotesis yang dihasilkan memberikan fondasi bagi penelitian empiris lanjutan serta menawarkan implikasi strategis bagi kebijakan manajemen SDM di lingkungan sektor publik.
