Abstract

Workplace accidents in warehouse operations remain a serious safety concern, yet the mechanism through which operator competence, the physical work environment, and worker cognition jointly reduce such accidents is still poorly understood, particularly the pathway running through occupational health and safety (OHS) procedure compliance. This study analyzes the influence of Operator License (SIO), Warehouse Layout, and Safety Knowledge on the Number of Workplace Accidents, both directly and through the mediation of OHS Procedure Compliance, among warehouse workers of PT X at its Bandung and Cikarang sites. A quantitative explanatory approach was applied using Partial Least Squares Structural Equation Modeling (PLS-SEM) with a saturated sample of 74 respondents from a population of 80. Results show that Warehouse Layout significantly improves OHS Procedure Compliance (T = 3.878; p = 0.000), while SIO and Safety Knowledge do not. SIO directly and significantly reduces the Number of Workplace Accidents (T = 2.881; p = 0.004), whereas Warehouse Layout affects accidents only indirectly, fully mediated by OHS Procedure Compliance (T = 2.914; p = 0.004). Safety Knowledge shows no significant effect through either path. The four variables jointly explain 68.7 percent of the variance in workplace accidents. The novelty of this study is showing that OHS compliance is shaped more by structural and technical-competence factors than by workers' cognitive safety understanding, giving warehouse operators a differentiated basis for prioritizing safety interventions.
