Abstract

Tinjauan ini mensintesis penelitian tentang kebijakan transportasi barang multimoda di Indonesia, dengan fokus pada kerangka peraturan, dampak ekonomi, pertimbangan lingkungan, dan analisis komparatif antara standar/peraturan nasional dan internasional. Tinjauan ini bertujuan untuk mengevaluasi efektivitas peraturan, mengukur dampak ekonomi, menilai integrasi lingkungan, membandingkan peraturan nasional dan internasional, serta menganalisis koordinasi kelembagaan. Hasil menunjukkan bahwa kerangka peraturan Indonesia masih terfragmentasi dan penegakan hukum tidak merata, membatasi koherensi kebijakan dan keselarasan dengan standar internasional, terutama di sektor maritim dan kereta api. Penilaian ekonomi menunjukkan potensi pengurangan biaya dan peningkatan daya saing, meskipun terkendala infrastruktur yang terbatas dan inefisiensi tata kelola. Pertimbangan lingkungan mulai diintegrasikan melalui logistik hijau, namun implementasinya terhambat oleh ketidakpastian regulasi dan kurangnya koordinasi. Fragmentasi kelembagaan dan konflik antar-pemangku kepentingan menghambat kebijakan yang efektif, menyoroti perlunya mekanisme koordinasi permanen dan kolaborasi multi-pemangku kepentingan. Temuan ini menginformasikan pembuat kebijakan untuk mengoptimalkan sistem transportasi barang multimoda di Indonesia.
