Abstract

Penelitian ini dilatarbelakangi belum konsistennya pencapaian Zero Deficiency pada armada POS SM Co., Ltd, yang selama periode 2023–2026 mencatat 39 dari 89 inspeksi PSC berdeficiency atau 43,8%, dengan 124 temuan deficiency. Kondisi tersebut menunjukkan adanya kesenjangan keterampilan dan pengetahuan awak kapal dalam mendukung kepatuhan regulasi. Penelitian ini bertujuan menganalisis pengaruh keterampilan dan pengetahuan awak kapal terhadap kepatuhan regulasi dan Zero Deficiency PSC, serta menguji peran kepatuhan regulasi sebagai variabel mediasi. Penelitian menggunakan pendekatan kuantitatif dengan desain explanatory research. Populasi berjumlah 300 awak kapal pada 13 kapal, sedangkan sampel sebanyak 172 responden ditentukan menggunakan rumus Slovin dengan teknik proportionate stratified random sampling. Data dikumpulkan melalui kuesioner skala Likert menggunakan Google Forms dan studi dokumentasi berupa laporan PSC, data deficiency, data awak kapal, serta Monthly SHEQ Meeting. Analisis data menggunakan SEM-PLS dengan SmartPLS melalui pengujian outer model, inner model, bootstrapping 5.000 subsampel, dan VAF untuk analisis mediasi. Hasil penelitian menunjukkan keterampilan berpengaruh positif dan signifikan terhadap kepatuhan regulasi (β=0,388; t=5,485; p<0,001) dan Zero Deficiency (β=0,293; t=4,654; p<0,001). Pengetahuan juga berpengaruh positif dan signifikan terhadap kepatuhan regulasi (β=0,270; t=4,137; p<0,001) dan Zero Deficiency (β=0,164; t=2,444; p=0,015). Kepatuhan regulasi berpengaruh positif signifikan terhadap Zero Deficiency (β=0,346; t=5,548; p<0,001). Mediasi bersifat parsial untuk keterampilan (VAF 31,4%) dan pengetahuan (VAF 36,2%). R² kepatuhan regulasi sebesar 0,297 dan Zero Deficiency sebesar 0,410. Temuan menegaskan bahwa peningkatan kompetensi awak kapal dan pembudayaan kepatuhan regulasi diperlukan untuk meningkatkan kesiapan menghadapi PSC. Disarankan perusahaan memperkuat pelatihan keterampilan, pemahaman SOLAS, MARPOL, MLC 2006, dan STCW, evaluasi berkala, serta pemantauan kesiapan kapal
