Abstract

Indonesia sebagai negara kepulauan memiliki potensi besar dalam pemanfaatan transportasi laut untuk mendukung efisiensi logistik nasional. Short Sea Shipping (SSS) merupakan solusi pelayaran jarak pendek antar pelabuhan atau wilayah yang berdekatan yang berpotensi mengurangi kemacetan, emisi kendaraan, dan biaya transportasi darat. Namun, adopsi SSS di Indonesia, khususnya di koridor Marunda – Tanjung Priok, Jakarta Utara, belum optimal akibat ketidakpastian pada aspek efisiensi biaya, waktu pengiriman, kapasitas angkut, dan kesiapan infrastruktur pelabuhan. Penelitian ini bertujuan untuk menganalisis pengaruh variabel Kesiapan Infrastruktur, Efisiensi Waktu, dan Kapasitas Angkut terhadap Penggunaan Short Sea Shipping (SSS) melalui Efisiensi Biaya Sebagai Variabel Mediasi. Pendekatan penelitian menggunakan metode kuantitatif dengan teknik analisis Structural Equation Modeling (SEM) berbasis Partial Least Squares (PLS-SEM), menggunakan software SmartPLS 4. Data dikumpulkan melalui kuesioner terstruktur kepada 64 responden yang terdiri dari manajer logistik, operator depo kontainer, dan pelaku ekspor-impor di kawasan Marunda dan Pelabuhan Tanjung Priok. Hasil penelitian diharapkan dapat memberikan bukti empiris mengenai faktor-faktor penentu adopsi SSS serta rekomendasi kebijakan bagi pemangku kepentingan dalam pengembangan sistem transportasi multimoda yang terintegrasi di Jakarta Utara.
